I didnt create this i just find it offline, no need to download any programs or run. there was a guy on here that was charging people $100 for a similar unlocker, only difference is his have all the dlcs mines dont. dlcs currently do not work, but i was able to add a couple of dlc costumes that i find online. So this unlocks all the characters for doa 5 last round(works for steam version of core fighters).
